  1. The entire public comment process is designed to deter public comments. Government and industry insiders get to talk first. The general public is forced to wait hours before getting a chance to speak. The process is designed to prevent legislators from hearing things they don't want to know about. It is yet another example of why Connecticut is so corrupt.

  2. One simple improvement would be to have separate times for public comments on separate bills. I appreciate that the different legislative committees do not meet often. However, members of the public would have a much easier time testifying if they didn't have to wait through hours of testimony about irrelevant bills to get to testify about the one bill they do care about.
