Brian Zahn of "The Middletown Press" reports as follows:
"MIDDLETOWN >> The Psychiatric Security Review Board today approved a conditional release request filed by a team working with David Messenger, who bludgeoned his pregnant wife Heather to death with a 4-by-4 and fireplace poker in front of their then 5-year-old.
Conditional discharge means Messenger, formerly of Chaplin, where the crime took place, has been removed from Connecticut Valley Hospital’s oversight, although he is still under the legal jurisdiction of the PSRB.
PSRB Executive Director Ellen Lachance said Friday the vote was 5-0.
However, board members did reject a proposal to allow Messenger, who wears a GPS tracker, to leave Hartford County..."
